Active combat with real-time striking and blocking. Spells are on a cooldown like standard MMO powers, if memory serves.
EDIT: I was wrong about spell cooldowns. See Redbeaver's comment: "Negative. No cooldown on spells. It's all based on power/stamina/magicka. If you have the p/s/m to do it, then you can. At any time."
